Senator Rand Paul sends a formal criminal referral on Fauci to the Justice Department, accusing him of lying to Congress about gain-of-function funding. France’s parliament finalizes its health-pass law, while Mexico’s president pushes the other way, calling Europe’s curfews and similar rules “excessive” and saying his country will not “exaggerate with authoritarian measures.”

Provincetown, Massachusetts, reinstates a mask mandate after its Fourth of July outbreak, an early crack in the vaccinated-are-safe message. In Britain, where “Freedom Day” arrived a week earlier, infections keep falling rather than exploding as modelers had warned.
